Central Missouri Speedway (CMS) 2008 General Rules and Regulations

INTRODUCTION:

This 2008 Central Missouri Speedway (CMS) Track Rules and Regulations Manual will strive to make the rules as complete and understandable as possible.

The rules and regulations within are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events.

If any changes from this Rules Manual as distributed on January 19, 2008, the changes will be for the given class(e's) at the track on a Rules Update Sheet.

If you converse with another person pertaining to the rules it is best to point out the specific rule by quoting or showing the page number, paragraph number, and sub-paragraph in this manual.

When you are not certain of any rule or its meaning you may ask a CMS Tech or Race Official for clarification.

WORD ABBREVIATIONS KEY:

CMS=Central Missouri Speedway MOD= Modified StS=Street Stocks ULMA=United Late Model Association B-Mods=B Modifieds dna=does not apply i.e.="in other words" or "an example" CARB=Central Auto Racing Boosters.

CAR/DRIVER 2008 REGISTRATION:

1. Car/Driver Registration: For each car class that a driver competes in he or she must be registered for the racing season through use of the 2008 CMS Registration Form. Each registration carries a fee of $50.00. Registrations may be mailed with a check or money order to: Central Missouri Speedway, 2807 S Owens School Rd, Independence MO 64057 (After February 17 th $60.00)

2. Car Numbers Registration: Each car must be registered with the number it carries. There will be No repeat w/o Letter following number. Numbers will be assigned by CMS. The numbers applied for must be approved; order of approval will be based on the order of last year's final point standings. First year drivers may choose "open" numbers; first come, first served. Car #'s must be contrasting to car color.

PITS/PIT PASSES

1. Pit Entry Requirements: Persons of any age will be able to be admitted to the pits. All persons who are minors and under 18 years of age must complete: a.) Waiver form signed by a parent or guardian and b.) Understanding Waiver signed by the minor person. All persons entering the pits must pay the $25.00 pit fee subject to change at special events and sign the correct release form sheet.

2. Admission Payment: Due to a high turn-over of insufficient funds received in the past, all pit passes, registrations, etc. must be paid in cash unless special arrangements have been made.

3. Hot and Cold Pits: "Cold Pits" are described as the area in which your racecar, tow vehicle and trailers are located. The "Hot Pits" are the service pits located on the outside of the back straightaway wall. (See General Race Rules, paragraph 3 for explanation of usage of "Cold" and "Hot" pits during competition.

4. Race Track/Infield Area: Unless special assistance is requested, no one other than CMS Officials will be admitted to the track or infield area unless granted permission or allowed to do so during intermission.

5. NO PETS ALLOWED IN PITS!

6. 4-wheelers must show proof of insurance. Drivers of 4-wheelers must act responsibly. 5 m.p.h SPEED LIMIT AT ALL TIMES!! NO MOTORSCOTTER OR BICYCLES!

Racing Events Outline/Order

1. Weekly Event Night: Unless a special event is added on other nights, every event will be run on Saturday night every week throughout the season.

2. Time Order: Pits Open-4:00 PM, Drivers meeting-6:30 PM, Track packing-6:45 PM, Hot Laps-7:00 PM, First Heat Race-7:30 PM.

3. Events/Laps:

a) Heat races;

1) All heat races will be lined according to the draw.

b) Features Events:

1) "A" features will be started straight up according to the finishes in the heat races.

4. NO Alternative Starters: If there are cars that are unable to run the "A" Feature events, there are no substitutes.

5. Order of Events:

a. Hot laps: B Mods., Street Stocks, ULMA Late Models and Modifieds.

b. All other events: B Mods., Street Stocks, ULMA Late Models and Modifieds

Specials may have different alignment..

6. Be on Time! If you sign in after the line up has been posted, you will be assigned to the rear of a heat race.

7. Stage You Car on Time! If you are not in the staging area when your race has been signaled to move onto to the track, and the yellow light goes out, you cannot come out onto the track. Instead, you will be held in the staging area with the engine running and if the initial 1st lap is not scored,due to a yellow caution, you can come out on the tail after the official has approved it, if the lap has been scored you cannot come out.

8. Must Self Start! If your car is unable to self-start and is not running while in the staging area and not on the track, you will NOT be able to run in that event. We will not wait for anyone for any reason.

9. Do NOT rely solely upon the PA system to call you to staging, pay attention to the lineup board and to the events being ran!

Don't Lose the Race-Start Now

PURSE PAYOFFS:

1. Payoff Time and Location: The Purse payoffs will take place right after the final finishes of your class have been posted, after tech has been completed. If there are any tech inspection issues, the payoff will be held until the final decisions are made. The payment will go only to the driver or car owner. A signature will be required. No pay will be mailed. Payments not picked up by the next racing program will become void.

POINTS SYSTEM:

1. Points: See the points chart below. There will be no points awarded for your finish in the qualifying heat races.

2. “Show” Points: For each night entered to race, the driver will be awarded 10 show points”. A ‘run able’ car must be entered. There are no multiplication factors in the final points.

3. Points: Always awarded to the DRIVER in each class.

4. Points Awards: At the end of the season, the top ten point finishers in all four classes will receive awards that may also include monies and/or prize certificates. They will be awarded at a CMS banquet or the January 2009 rules meeting. If you finish in the top ten, you must be present to receive the monies/awards.

5. Rookie of the Year/Most Improved Drivers: CARB, with CMS as a sanctioned track, sponsors awards for Rookie of the Year, Most Improved Driver and Class Champions, owners and mechanics. These awards will be figured by CARB according to their constitution rules. The awards will be presented at the awards banquet in December 6, 2008. We suggest that you purchase the banquet tickets as soon as possible by contacting

NEGATIVE CONDUCT POINTS SYSTEM:

A Negative Conduct Points System will be used to help the drivers, crews, and CMS to conduct themselves in a positive way. It will help all of us remember conduct areas of the Track Rules. The driver will be held responsible for the conduct of self, car owner, car crew, and other directly related persons. We definitely want to achieve and maintain a family oriented sport at CMS. The Negative Conduct Point System is set as follows:

1. The CMS Official will assign the points through a majority ruling. All decisions will be final.

2. Any other Negative Conduct by a driver or through his or her responsibilities that are not listed below may find assignment of Negative Conduct points if the need arises by CMS officials.

3. Points accumulation:

a. An accumulation of 10 (ten) negative points will disqualify the driver and related car of its points and purse monies for the night in which the accumulation was reached. If the driver is also driving in another class other than that in which he was penalized, the qualifications will not be related.

b. An Accumulation of 15 (fifteen) negative points will disqualify the driver for the remainder of the racing season including all purse monies won by the car the competitor was racing the night of the accumulation was reached. Points for the season will be lost. If the driver competed in more than one class, the monies earned in the non offence class will not be affected but the point total will be lost. The driver will not be allowed on CMS property until the following season.

5 Conducts Points for:

1. Running car through the pits above idle speed.

2. Returning or trying to return to track surface from “Hot or Cold pits before being signaled by track officials to do so.

3. Cursing or using foul language at anytime, anywhere on CMS grounds.

4. Using foul language, signs or lettering on any property of opposing driver.

5. Arguing with officials about a call, decision or ignoring an official

6. Leaving used oil, tires and/or wheels and other discarded items on the CMS grounds.

7. Non-drivers out on the track or accident scene at ANY TIME during the racing event (mother, father, brother, sister, NO ONE.)

10 Negative Points for:

1. Purposely making contact with another car at any time (in pits or on track)

2. Any open cans or bottles of consumable alcohol in pit area during the racing program

3. Continuous arguments with track officials or other drivers or crews.

4. Threatening to fight with any other person or persons.

5. Leaving your car while on the track or in the “hot” pits at any time, for any reason (unless emergency situation applies).

15 Negative Conduct Points for:

1. Fighting anywhere at anytime on CMS property with intent to injure, showing intent to injure and/or using objects or weapons. Authorities will be notified.

2. Purposely doing or attempting to run over or run down persons with a vehicle.

3. Driver found to be DUI (driving under the influence) of alcohol or any controlled drug substance by proof of drinking or using such as determined by licensed medical personnel or properly trained authorities.

4. Purposely not registering with CMS for the season .

5. Allowing anyone to drive your car anywhere, anytime, on CMS property when the person is NOT registered, and does not have approved helmet and racing apparel in place.

6. Comments to the Officials will be taken seriously. Therefore, if you make a definite comment to a Track Official that you will “never be back” you will receive 15 negative conduct points to back up your claim and/or statement.

7. CMS Officials have the right to disqualify a driver and/or car owner and/or other persons from appearing on the track grounds for an indefinite amount of time if any extreme or negative conduct takes place. New Year……….Clean Slate!

GENERAL RACE RULES:

1. Starts: The front row cars will set the pace for the start of all race events. The pace is to be kept at a low speed until reaching the 4th turn orange cone and the green flag is waved. When the green flag is waved, racing is underway throughout the field. Two bad starts, front row goes to the rear.

2. Restarts: After one lap has officially been scored and a yellow or red situation occurs the race will restart on the backstretch at the orange cone in a single file order.

a) Must stay to the outside of the cone.

b) Anyone going inside or hitting the cone will be docked 2 positions at the end of the race.

c) Anyone jumping a car or cars will be docked 2 positions for each car that your car jumped at the end of the race.

d.) If a yellow occurs we will put you back two spots on the next restart. This will allow you to try and get your spot back that you just lost.

3. Servicing of Cars: If an official sends you to the "hot pits" for mechanical inspection, you may restart the race in the same spot only if NO problem was found. If a problem is found and needs to be repaired, you will be allowed to restart at the rear only if official waves you back onto the track before the race is back under green conditions.

a) On a red flag you may not enter the "Hot Pits" remember, exiting a race and going into the "Cold Pits" area disqualifies you for the rest of the race.

4. Yellow Flag/Light: When a circumstance takes place that endangers the race, a yellow flag/light will be displayed. You will fall into single file behind the car that was ahead of you at the end of the previous green flag lap. If you are in doubt of your restart position, watch for the signals from the track officials. During standard racing events, yellow flag laps are not counted. The yellow flag will be thrown for any and all cars leaving the outside perimeter of the track or driving through the pit lane. Remember to slow down. If you are the cause of the yellow this will count for one of your yellow flags or two spins.

5) Red Flag/Light: A Red flag/light will be displayed when the track is blocked or a dangerous situation has taken place. You are to stop immediately with caution and turn the engine off. Remember, no servicing or contact with any crew member can take place at any time. As with the yellow flag, the re-alignment will be made by your position at the end of the previous, complete lap.

6) Red/Yellow Lights: When both the Red and Yellow lights are displayed, you may not leave the track. Realignment is in order. When the yellow light is displayed alone, you may leave the track for servicing in the "Hot Pits" again, you rejoin the field at the rear, only after the official allows you to re-enter the racing surface.

7) Black Flag: If you receive a black flag, and ONLY a black flag, you are out of the race. If you ignore directions from the Flagman or any track official, you will be black flagged and considered disqualified from that point.

8) Mechanical Flag: This is a black flag with a horizontal orange stripe: This flag signifies that you have a mechanical problem that must be inspected. Pull into the "Hot Pits" for your car to be checked by the officials. You must pull into the Hot Pits.

9) Checkered/Red Flag: It is rare that his flag combination occurs. It is thrown only if an accident takes place after the leaders have come out of turn 4 on the final lap but have not reached the start/finish line. The red or yellow flag is thrown in combination with the checkered flag. The checkered flag was already committed but an accident takes place in the final lap sector. The race is complete. The final finish is in the order the field crossed the start/finish line on the final lap, minus the cars involved.

10) Checkered Flag: As everyone knows, the race is over!

11) Final Two Laps: At CMS, no race can end unless the last 2 laps are concurrently run under the green flag.

12) Two Yellow Rule: Any car that brings out the yellow flag twice or one red and one yellow during any given race will be disqualified for the remainder of the race. Yellow count does not start until after the race has completed the initial green flag lap. Any spin or car stopping at ANY time for any reason sends the car to the back of the pack for the start and/or restart.

13) Accident/Involvement: Any car stopping on the track for an accident or leaving the track surface will be realigned at the rear.

14) Time vs. Laps: A "feature race" will have 20 minutes time limit. Under a red flag, time is stopped. When the time is reached, the white flag will be called for.

15) Not keeping Pace: If you are judged as being a hazard during a race due to the car running too slow or it is mishandling, or if the leader has lapped you more than twice, you may be disqualified for the remainder of the race.

16) Scratches: If you are not able to compete for the rest of the night, (ONLY)the driver of the car must report the scratch to a CMS official at the records tower immediately!

17) Lapped Cars: In the event of realignment after a red or yellow flag, cars that are lapped will be restarted in the spot in which they were at the end of the previous complete lap. It is their line placement, not running position, in the race. If the lapped car(s) are considered a hazard to other racers. they may be moved to the rear for safety.

18) Flat Tires: If your car has a flat tire, you are automatically disqualified from the remainder of the race. You will still receive finishing position.

19) Dragging Bumpers: If your car has a front or rear bumper dragging on the ground, and an official believes that it could cause a problem, the mechanical flag will be displayed. You must drive to the "Hot Pit" area.

20) Car Class Changes: If you move your Street Stock race car up to the ULMA class, or visa-versa, you must remain in the second choice class for the remainder of the season (same car).

21) Excessive Smoke or Rough Driving is the Official's Call.

22) CARS THAT ARE DQ'd FOR ROUGH DRIVING IN HEATS ARE DQ'd AND WILL FINISH LAST IN HEAT. DQ'd FOR ROUGH DRIVING IN "B" OR MAIN

FINISHES EQUALS LAST PLACE FINISH AND NO POINTS AND NO MONEY FOR THAT EVENT.

23) Failure to ALLOW CAR alignment by a track official by preventing a car from being placed in front of you will get you put to the rear or disqualified from the event. (5pts).

24) Four wheelers are restricted to low gear in pit area, any vehicle violating this rule (speeding) in the pit area will be banned from the pits.

Disposal: Absolutely no oil and tires to be dumped on speedway grounds. All disposals of oil and tires are responsibility of the driver. Violators will be fined or suspended

GENERAL RACING RULES:

1. Safety Clothing: All persons in the pit area must WEAR at least 50% highly visible clothing. No bare feet or sandals allowed.

2. Drivers Clothing: Drivers must wear a minimum one layer fireproof uniform, shoes, and gloves, in all car classes. It is highly recommended that a driver wear a head restraint. This applies to All car classes. All helmets must carry Snell SA2000 or newer.

3. Neck Braces: All drivers in all car classes must wear a neck brace. The wearing of arm restraints is highly recommended.

4. General Car Safety Specifications:

a.) All cars must have well-sealed firewall's, rear firewall's and floorboards.

b.) All cars must use fuel cells that are safety mounted by at least two steel straps. 2" wide around the cell. Tip over valve and flapper are required. They must be located in the trunk area.

c.) Driver's head with helmet on must clear the roll bar height while strapped in car.

d.) All roll cage, frame, tubing must be equipped with the safety net.

e.) All stock car divisions must be equipped with a safety net.

f.) No plastic wheels allowed.

g.) No electric fuel pumps.

h.) Drive shaft loop is required and must be constructed of at least ¼" by 2" steel equivalent no more than 6" back from the front of drive shaft. ULMA rules read differently.

i.) Drive shaft must be painted white. Corresponding numbers a good idea.

j.) All cars must have a kill switch located at window height behind the driver's seat. This switch must disconnect the positive line from the battery.

k.) All batteries must be securely mounted, and safety covered if located inside of an open cockpit area.

l.) Car must have a tow hook strong enough to support the car's weight. Tow hook needs to be attached to chassis readily accessible to tow vehicle.

m.) Racing seat belts must be a minimum of 3" wide, shoulder and lap belts 2" wide with crotch straps. They must be bolted to the roll cage. Belts must have manufacturers tag on belt and may not be over two years old and in good condition. Tech man has discretion to say YES or NO.

n.) No oil, water, or transmission coolers are allowed inside driver's compartment.

o.) All cars must have a working fire extinguisher safely located in the cockpit area, and must be reachable/ removable, while driver is still strapped in.

p.) All cars must have workable, four wheel brakes. Cars cannot have a brake shut off or adjustable valve.

q.) Exhaust must be mounted in such a way as to direct spent gasses away in the cockpit area of vehicle and away from areas of possible fuel spillage.

r.) Fuel lines must run inside the frame area and under floorboard metal. Braided fuel lines are highly recommended.

s.) All cars must use a professional quality racing seat of wrap around design. If the seat is low back, headrest pad or bar must be located on a centerline directly behind the driver's head. No fiberglass seats.

t.) Radiator overflow tube will be located between frame rails directed downward or into overflow jug.

u.) Weights must be painted white and must be securely attached to chassis or cage structure with minimum 2 each ½" diameter bolts.

v.) All rear coil springs must be tethered to chassis with a minimum of (1) cable. The cable must be at least 1/8" diameter aircraft quality, securely clamped at both ends.

GENERAL CAR SPECIFICATIONS:

1. Tires: No RV or truck tires are allowed in any class.

2. NUMBERS:

a. Stock Car Classes: Numbers must be a minimum of 14" high on both sides of the car body. On the front and back of the car, in a vertical position, minimum of 5" high numbers must be affixed on the left and right side. Car #'s must be contrasting to car color.

3. Radios:

a. No Transmitting, receiving or signal devices can be used.

4. STARTERS- All Classes:

a.) All cars must have the ability to self-start during an event. On a race restart, they must start without being pushed or pulled. All cars that require aid in restarting must rejoin the event at the rear, unless it is before one lap is completed.

b.) Inability for a car to move to the track by it's own power from the staging area before the start of an event will be dis-qualified and not permitted to compete in that event.

c.) In a red flag situation if need to be pushed start will get spot back.

TECH/ INSPECTIONS:

1. Technical Officials: There will be an assigned CMS Technical Official from whom the technical decisions will be final.

2. NO Nitrous Oxide: If a car is inspected for containing a nitrous oxide system, the owner will be responsible for pulling the intake manifold. If found, the driver shall be fined and will lose all points to date.

3. Post Race Tech: The CMS official will inspect the first four or five finishers of each feature event in a manner as set. If found to be illegal, all points and purse money will be canceled for that night. The car must be corrected before competing at CMS again and will be subjected to re-inspection upon returning to competition.

4. Special Events: Cars may be inspected after heat races if the official so desires to determine if it qualifies for the main event.

OTHER:

1. Car and Driver must be registered with CMS..

2. If your car breaks in hot laps, driver can get into back up car and qualify for the night through heats. Once driver qualifies in back up car must stay in that car for the remainder of the events of night.

3. Once driver qualifies through heats and the car breaks down or is involved in a wreck where the car cannot continue for the night, driver may go to another driver that has qualified for the night through the heats and ask for their ride. If driver agrees you can run that car in the A or B main, whichever they qualified for but the car will start the Main (A or B) at the back of the field. YOU CANNOT GET INTO A BACK UP CAR. THE CAR MUST HAVE QUALIFIED WITH A DRIVER IN A HEAT RACE.

4. In either situation, the driver must notify CMS Track Officials before doing so. Failure to notify track official before doing so will be grounds for disqualification

5. If the car or driver arrives late to the track and the qualifying event has not been completed, driver may start at the back of the heat designated by track official.

6. If all qualifying events have been run, the driver may run at the tail of B or A main as designated by the official.

Make Plans Now -- Don't be Left Behind.

RAIN OUT POLICY

1. Rain out: If all qualifying heat races are not run due to rain cancellation. The event will be a total cancellation and pit/grandstand passes will be honored the next racing event. All qualifying records will be "scrubbed".

2. Make-up Events: If all heat races are run, but feature(s) are rained out, those events that could not be run or completed will be run in addition to the following race program, At a scheduled time on any given week, i.e.= will not run all features the following week, will schedule one a week till all have been completed. It is otherwise a complete show. Passes and grandstand tickets are not honored. The line up for the make-up features the following week will be set according to the previous week's qualifying heat finishes, and only those cars that qualified the previous week will compete in the make-up feature.

DISPOSAL: ABSOLUTLY NO OIL AND TIRES TO BE DUMPED ON SPEEDWAY GROUNDS All disposals of oil and tires are the responsibility of the driver. Violators will be fined or suspended.
